A new condition has been imposed: those whose names were not on the 2002 voter list must show one of 13 documents to prove they are an Indian citizen before they can register as a voter. This is different from the NRC project directly implemented in Assam. Since massive protests erupted against the Citizenship Amendment Act (CAA) and NRC in states like Tamil Nadu, the ruling establishment, unable to implement it directly, is attempting to achieve the same goal through the backdoor via the Election Commission.
